[Dapper] bluez-pin doesn't ask for pin on outgoing pair attempt or incoming pair attempt.

Bug Description
Binary package hint: bluez-pin
bluez-pin (if run from the console) pops up a dialog asking for a PIN. It appears that hcid just reads the PIN from /etc/bluetooth/pin. It gives this error on startup:

Looks like this has something to do with the dbus aspect that bluez-pin has. The log shows this on pair attempt,

so it is pairing.
