Inconsistent scrolling behaviour

Bug Description
Mousewheel scrolling in the launcher is weird. If a category has many items, the scrolling is very fast, so that you usually can scroll through the entire list in one turn on the mousewheel. However, if the list has fewer items so that there is only overflow of one or a couple of item rows, the mousewheel scrolling is really slow so you have to turn the wheel several times.
Standard behaviour for most programs is that you always scroll at the same rate which - according to me - is much better.
