Please upgrade libatlas to the latest upstream version

Bug Description

We've had 3.6.0 (released in Dec 2003) since at least Hardy, while upstream has been releasing regularly. Latest release is now 3.9.16 (17.10.2009)

Please upgrade in order to receive multiple bug fixes from upstream

Updating this bug: atlas 3.6+ is currently in Debian's experimental repository. For lucid, we're aiming for a really stable release, so hopefully the package will move from experimental -> unstable -> testing in the next 2-3 months so we can get this into Lucid.

FYI, 3.9.X family is considered as a dev version.
And Atlas packages under Debian are OK for x86 & amd64. I am not going to upload it in unstable before I fixed issues with other archs which can take a while...

Maverick is at 3.8.3 from 2009-02-18, the latest stable release.
