guest browsing 'create session' logic change proposal

In current design the system creates a registered session upon hitting a link like {{{https://<host>/a.php?token=<token>}}} right away.

            We've experienced a huge discrepancy between number of logins and page views due to some automated monitoring systems following the link for up to 800 times a day.

            Proposed change:

            /a.php?token=<token> brings up the Terms & Conditions page.
            When user clicks on 'Agree' the system creates a new session and redirects to corresponding 'Guest Browsing Home Page'.
