bzr-fastimport should be listed on PyPI

I'm making use of the fastimport plugin in a project of mine (http://launchpad.net/mcrepogen) as a library for exporting branches in the fastimport format. As such, I'd like to be able to list bzr-fastimport in my setup.py in install_requires so that people who would like to easy_install my package can get all of the dependencies as well. Would it be possible to register bzr-fastimport on PyPI? It should be as simple as ``python setup.py register`` and then ``python setup.py sdist upload`` (or just add download_url = http://launchpad.net/bzr-fastimport/+download to the setup.py).
