Please remove rail source and binary from Karmic

Bug Description

Binary package hint: rail

Package hasn't been touched since hoary, depends on emacs20 (so is totally uninstallable), which we haven't had in years, isn't even in Debian oldstable. It needs to go. No rdepends either.
