libxaw-headers does not pull in libxaw libraries

Bug Description

Binary package hint: libxaw-headers

When installed through Synaptic, the package libxaw-headers installs something or other (I'm not sure what), but it does NOT install libxaw7-dev or libxaw7.

It should probably do this, as simply apt-getting the libxaw-headers file does not provide a sufficient build environment for programs that actually use libxaw, which is rather counterintuitive.

Looks like I was a little wrongheaded. libxaw7-dev depends on libxaw-headers. Maybe it would be good to make a simple libxaw-dev package?

The standard method is to install -dev packages.
