Binary package hint: gnome-panel
the panel, on startup, sets the wrong style on the handles of applets. instead of being drawn in a specific colour (if that's the setting you have on your panel) they're drawn with a normal theme (grey) background.
this happens in lots of different themes. furthermore, switching themes doesn't fix the problem.
the problem can only be fixed by going into panel properties, changing the background type to "normal" then changing back to the coloured background.

i should clarify: this only happens when you have a background _colour_ set with no transparency.
