Bug Description
Binary package hint: xkeyboard-config
I have UK keyboard and I modified original one. I had to add Polish letters.
In previous Ubuntu version it was enough to add own layout file to .../xkb/symbols and modify evdex.lst and evdev.xml.
I found the own layout must be added to the original layout file. Another way it is error message.
Good luck,
Jacek
PS maybe it is not necessary to modify the original file but I found only that solution.

You would normally configure the Great Britain and the Poland keyboard layouts, then assign a key sequence to switch between the two. This can be done in System/ Preferences/ Keyboard/ Layouts. You can choose, for example, Alt+Shift as a shortcut to switch between the two languages.
You may also create a hybrid keyboard layout that works for both English and Polish. You can either change an existing layout in your system, or you can add a new layout. Some helpful hints on how to add easily a new layout can be found at http:// simos.info/ blog/archives/ 1134
However, in most cases it is not usable to create hybrid layouts, thus they are not recommended.
