after "sudo chown -R name:name /*" system crash after rebooting the system fail to start (reinstall fresh 9.10 ubuntu)

Yes, if you deliberately make changes like this the system will brake. Since this is not a bug I'm marking it as invalid. Feel free to continue to report any other bugs you may find.
