turning off bluetooth is not persistent between reboots

Bug Description

Binary package hint: gnome-bluetooth

If I turn off bluetooth the bluetooth LED on my Thinkpad T400 turns off the the icon dims (I have the latest packages from karmic). This is great. but when I reboot, bluetooth is back on again.

So this is nothing from gnome-bluetooth bits, I reassign the bug to acpi

confirming that ubuntu 10.10 on a dell latitude e6410 has this same problem.

bluetooth works great via the default applet, but when not using, would like to disable and have it persistent until i choose to enable it again. currently there are 2 options:

1. disable bluetooth in bios. [this only works for someone who *never* uses bluetooth]
2. disable every time system boots either manually, or via script. [this doesn't gel with ubuntu's "it should just work" policy]
