Bug Description
Binary package hint: xfce4
Dapper drake 7 ppc, dist-upgraded as now (16 may 2006).
xfce4-utils doesn't contain xftaskbar4 which is an xfce4 important component

The xftaskbar package has been removed from the dapper archive, because the taskbar is now part of the panel. Could you describe more precisely your issue?
