web client interface does not support utf-8 file names

Bug Description
After successfully uploading a file with a german umlaut in its name via the Ubuntu folder I was unable to download the file via the web interface and keep the correct filename. The Firefox 3.5 download box shows a name where the german umlaut is replaced by a question mark. The resulting file on disk has the question mark in its name too.
