HelpSys no longer works with zope.interface.Interface

The Zope2 HelpSys used to work with zope.interface.Interface since the latter used to have a deprecated "isImplementedByInstancesOf".

The patch below restores support for zope.interface.Interface at the expense of the old "scarecrow" Interface.Interface, which is no longer shipped.

I need this patch on the 2.12 branch to be able to migrate an old codebase that uses HelpSys extensively for advanced users documentation.

I can do the work of applying it on 2.12 and trunk.

+1 to applying the patch to fix the Hurt^WHelpSystem sniffer on the 2.12
branch.
