kde-l10n-ca (and possibly the same applies to other languages as well) contains a mixture of files, many of which are necessary to have certain applications completely translated. But this package isn't installed by default, nor it is a dependency for the main language packs (language-
For example, KTuberling application (in the kdeedu module) can have some sounds translated (basically names of characters or objects) along with the GUI, but currently these translated sounds are packaged in kde-l10n-XX. Filenames are /usr/share/
Same occurs to other apps, as klettres for instance.
So, please, either install this package by default along with main language packs, or put the affected files into the main language packs.

qt-language- selector should take care of installing the kde-l10n-* packages, which does not seem to do in all cases.
I tested installing Kubuntu having selected Catalan as the installation language. Once the installation had finished, I installed Catalan in language-selector (Kickoff > Favorites > System Settings > Language settings) -although it should have probably already been installed- and after finishing kde-l10n-ca was not installed.
However, when I tried to install a second language afterwards, qt-language- selector did prompt me about missing translation support and installed kde-l10n-ca.
So it seems that qt-language- selector is doing its job, but not in all cases and the kde-l10n-* do not get installed automatically.
