important fix for "timeout" in Debian

Bug Description

Binary package hint: tct

Due to an incorrect earlier patch, timeout always waits the full time when used in a pipeline:

$ time -15 4 true
real 0m0.013s

$ time -15 4 true | cat
real 0m4.012s

Ubuntu sync'ed this package from Debian, and has had it since Lucid.

Aron, thanks for fixing it in Debian, and apologies that this Ubuntu bug has been neglected for so long.

I'm closing this out as fix released.
