Due to the fact that we are in Feature Freeze, this requires more information before it can be done. Is it a bug-fix only release? Does it introduce new features? What does including this new version buy us?

This is a bug fix release in the 0.8.x stable branch.

As you can see in the release announce, this release fixes some nasty bugs, including a crasher (bug #445847) and a network issue (bug #445474).
The 2 enhancements are minor changes: few flags added which are not used by Empathy 2.28 any way.
