keyboard level3 doesn't work with win key selector

Bug Description

I've upgraded to Karmic Koala beta and found this bug.

I've been using the WIN keys (both of them) to select the third layer in keyboard layout. However this seems not to be working in koala. If I change the selecting key from WIN to, say, MENU, everything works well.

Steps to reproduce:
1. Install Koala
2. Go to gnome keyboard properties and select "use typographic symbols" checkbox.
3. In the gnome keyboard properties select MENU key as the third level selector
4. Type MENU+< to get the « symbol in the test-your-layout box
5. Now go to the third level selector menu and choose WIN key
6. Type WIN+< to get no output at all

The "DistroRelease" is actually 9.10: I was using the other computer to submit a bug
