Bug notifications include all subscribers in To: field when notifying a team with no contact email

Bug Description

Launchpad has changed to visibly including all the current subscribers to a bug report on out-going emails. This means that when a user clicks reply, I (Paul Sladen) end up receiving an email directly, short-cutting out Launchpad:

  From: Sohail Somani <sohail@...>
  To: Bug 44732 <email address hidden>,
    Paul Sladen <ubuntu@...>
  Cc: launchpad@...

This email does not include the meta-data inserted by Launchpad and so does not get filtered.

It would be handy if Launchpad could be switched to only produce emails that are:

  From: <email address hidden>
  To: <email address hidden>

as this allows the least scope for them being incorrectly replied to.

Are you sure the email you're looking at was generated by Launchpad? All bugmail generated by Malone should have the X-Launchpad-Bug header as well.

It may have been 'fixed', as I don't recall seeing any particularly bad cases (eg. a dozen names CC'ed) for a while.

I get this occasionally. Here's an example from yesterday, with 47 addresses in the To: field.

(This was also an example of bug 41063: five minutes later I received an update with exactly the same timestamp, which changed the source package from None to ubuntu-docs, despite ubuntu-docs already being shown as the source package in the original notification.)

Ah. This happens if you subscribe/assign a team which doesn't have a
contact address, or if such a team is a bug contact for a newly
assigned package.
