no osd pop-up for stream

Bug Description
when you listen to (mp3/whatever) (radio) stream, title and artist are changed in the title and artist column in the playlist.
but even though i had one plug-in enabled for osd/pop-up notification, nothing showed up.
so i request that this feature is implemented:
if radio stream use valid id3 tag in its stream, then the osd/pop-up should work.

implementation notes: we just need to add a hook that, when we have a stream-type track playing, and we receive a tags update, we need to send the playback_track_end and _start events so that the OSD (and other components) can react.
