Make source package name more obviously optional when reporting bug

Bug Description

The page for reporting a bug on a distribution (e.g. <https://launchpad.net/distros/ubuntu/+filebug>) does not make it clear enough that specifying a source package name is optional.

The form could look roughly like this
    Bug occurs in:
    (*) unknown package
    ( ) [ ]
where checking the field's radiobutton automatically focuses the field, and changing the value of the field (to a non-empty value) automatically checks the radiobutton.

Yes -- that was the page. It's the first entry field on that page ('Source Package Name').

What if we moved that field to be the /last/ field in the form, after description, instead of having it be the first? Would that be a potential solution?

Another option would be using a radiobutton or a checkbutton to activate that field. Need mpt's input.
