Move bottom menu items from the bottom of project/+edit page onto the project/+index page

Bug Description
At the bottom of e.g. https:/
Change project
* Change details
* Change branding
* Change people
* Review project
* Administer
All of this is hidden below the Change or Cancel controls. This entire menu should go away and each of these links should be moved onto the project/+index page via edit icons.
