When DHCP address is obtained late, post-start scripts fail

Bug Description

DHCP address can potentially be obtained after the eucalyptus-* post-start scripts are started. Since evaluation of eucalyptus-ipaddr.conf only occurs once, if it can't get an IP address when the script is first started, it will fail 60 times, even if an IP address is retrieved in the mean time.
