[FFe] Sync sabnzbdplus 0.4.12-1 (multiverse) from Debian unstable (contrib)

Binary package hint: sabnzbdplus

Upstream maintenance/bugfix release + packaging improvements fixing all open bug reports against this package. FFe requested because of synching and upstream's bugfix in the program's api implementation.

Privately tested in everyday use for quite some time (through upstream pre-releases) without issues; also available via my ppa, no reports of trouble there either. No rdepends.

All Ubuntu-specific changes can be dropped, reason: merged into Debian.

- Don't show NZB no longer present in the RSS feed in the preview

   * Changed Priority to extra, following dependency python-cherrypy that
     was demoted from optional to extra in 2.3.0-3.
   * Drop versioning of dependencies on unzip, unrar.
