Perhaps this is no bug but I never ever saw a routine fsck launched on my Karmic.
As I test Karmic under VirtualBox it might be standard.

I just tested the behavior and after 26 boots the check was made.
I must have overseen it before, because it was made before the startup screen. and was made very fast.
