Ubiquity loses track of installation step

Bug Description
Binary package hint: ubiquity
Ubiquity does not decrement the step when going back to the partitioner.
To reproduce:
Go through the install process, choose to manually configure the partitions.
Set up the partitions and continue.
At step 8 press back multiple times until you get back to the partitioner.
Continuing with the install process will reveal the step numbers have changed (what was step 8 will now be step 9).
