Generate a bin/karlflunc to set PYTHONPATH

The flunc egg has an entry point to generate a bin/flunc console script. That works, except it doesn't set the PYTHONPATH to include src/karl.

Since we have some Twill extensions for KARL, we need a console script in bin that does the everything in the bin/flunc but also adds src/karl to the PYTHONPATH.

I changed bin/flunc to include the karl package in its path. I also moved src/osi/twilltests/karlcommands.py to src/karl/twillcommands.py and fixed the Twill tests that depended on the current working directory.
