This a problem with the PyWeather third-party plasma applet. Unfortunately we cannot offer any support or bugfixes for this applet as it is developed completely separately from Kubuntu. You may wish to bring this crash to the attention of the author at his kde-look page or similar. The crash log is:

Traceback (most recent call last):
  File "/home/User Name/.kde/share/apps/plasma/plasmoids/plasma_pyweather/contents/code/main.py", line 114, in configAccepted
    cfgParser.add_section('default')
  File "/usr/lib/python2.6/ConfigParser.py", line 242, in add_section
raise ValueError, 'Invalid section name: %s' % section
ValueError: Invalid section name: default

Thanks for taking the time to report this bug all the same.
