Panel "System" menu doesn't display icons

Bug Description

Binary package hint: gnome-panel

From a fresh Karmic installation, the "System" menu lacks icons for its child items. Subchildren (under Preferences and Administration) do have icons showing.

There are also three icons missing under "Places": "Connect to Server", "Search for Files" and "Recent Documents" lack icons, however all other items have the correct icons. The "Applications" menu is completely fine.

Note: screenshots are after installing tango-icons-theme, however problem also existed before.
