Binary package hint: empathy
Empathy won't send or receive video between Gtalk accounts. Audio chat works fine. I'm on Karmic beta, Empathy 2.28.0.

I experience the same thing. Attached is a log generated (as described here http:// www.jonobacon. org/2009/ 10/02/ubuntu- 9-10-karmic- koala-beta- released- testers- needed/).
What we did during this session was first i made a video call which failed, then my friend tried to make a few video calls that all failed, then we made an audio call and started talking and i tried to press the webcam button which also failed (but we could continue talking).
Hope this is of some value. (I'm also on the Beta)
