Loop device with root filesystem cannot be unmounted during shutdown

Bug Description

Have installed ubuntu 9.04 using wubi (put wubi.exe and iso in same directory to install).
Upgraded to 9.10 karmic development branch using update-manager -d.

Upgrade went fine, but when system is now shutdown, shutdown procedure hangs. The problem is that the loop device cannot unmount the device that is running my root disk (20G image mounted on loop device).
Pressing ctrl-alt-del produces two more shutdown messages. One is about deactivating swap.....but that one does not succeed either...

So problem is in kernel / loop device or the shutdown order......which is configured in either the kernel or some shutdown script?
