0.8 Windows installer fails with "bzr_postinstall.exe - Unable to locate DLL"

running the installer and choosing all the defaults, i get:

Well, I think I can confirm this problem.
This DLLs should be downloaded separately and manually from the Microsoft site. I add links where this DLLs could be downloaded to the Windows Downloads page.

I inspect all current dependencies of bzr and see that this DLL only needed for paramiko library (that provide SFTP support). And I think this dependency could be avoided by using ctypes when mfc71.dll is unavailable on windows 2000.

The new installers should not have this problem.
If there are any problems, we can reopen this bug.
