[ubuntu 9.10 beta] keyboard layout (dvorak) does not apply post-installation

Bug Description

Binary package hint: gnome-control-center

I installed Ubuntu 9.10 beta using the ubuntu-9.10-beta-desktop-i386.iso image (md5sum verified). During the installation I was asked for my keyboard layout, which I selected as USA - Dvorak. This layout applied and worked properly during the installation, but was not applied post-installation.

I have tried changing the layout in System > Preferences > Keyboard by adding Dvorak and setting it as the default. I also tried the "Apply System-Wide..." button. While this seems to have changed the layout for my user account this does not affect the GDM layout. I must still login using qwerty.
