This is happening to me on both Xubuntu and Ubuntu installations.
I install freshly Ubuntu in Spanish. My newly installed system is in Spanish, but Firefox remains in English.

This is certainly in part a consequence of bug 434173, but there are rumours on IRC that there's some particular problem with the Spanish Firefox language pack?
