0.3 servers don't represent WIN_ZONE_INITIAL_SIZE correctly

Bug Description

Winzone is not displayed correctly in 0.3 servers when using WIN_ZONE_INITIAL_SIZE. It is represented larger than expected, and player has to drive deep within the winzone to cross the actual threshold and cause it to collapse. ~sinewav

I learned something about this bug: The winzone is created at it's initial size and starts expanding (if set) at the beginning of the round, but won't appear until win_zone_min_round_time. It should be created at at win_zone_min_round_time at it's initial size, then start expanding. At least, that's how it behaved in .2.8x. But knowing how it works now could allow users to work around it's broken behavior.
