thin problem occured on my system after upgrading from 9.04 to 9.10, at first boot only.

G_SLICE=always-malloc G_DEBUG=gc-friendly valgrind -v --tool=memcheck --leak-check=full --num-callers=40 --log-file=valgrind.log gnome-panel

returned something like "gnome-panel is already running".

reboot function and shut-down function lost their funktionality at the panel after crash. the countdown apeared but the system didn't reboot at order.

maybe it helps you somehow.
