gnome-panel should indicate dragable element

Bug Description
Binary package hint: gnome-panel
Currenlty we can drag and drop some elements (applets) on gnome-panel and change it's position and also move between panels.
But also we can drag entire panel and change it's position on the screen.
I think that gnome-panel should indicate on mouse down which element will be dragged on mouse move because sometimes when user has a lot od applets on panel then it's hard to tell if which element will be dragged - applet or panel itself.
Gnome-panel should indicate area that is 'grabbed' with frame around this element or with different background colour or opacity.
