Installation language on Kubuntu is not saved as the default system language after installing

Bug Description
I did a fresh installation of Kubuntu Dapper Flight 7. I selected "spanish" as the default system language. The graphical installer downloaded all the language packages, like kde-i18n-es, aspell-es, etc. But, when the PC reboots and run Kubuntu for the first time, the system is in english.
Very confusing for newbies I think.
Solution: Installer MUST save the selected language as system deafult. :P
Note that this bug affect ALL Kubuntu Dapper releases. Don't know about Breezy because i was install Ubuntu, then install kubuntu-desktop and kde-i18n-es with aptitude.
