Ubuntu-style init script needed for quota

Bug Description

Binary package hint: quota

$ sudo /etc/init.d/quota start
Checking quotas...
done.
Turning on quotas.

$ sudo /etc/init.d/quota stop
Turning off quotas.

With patch:

$ sudo /etc/init.d/quota start
 * Checking quotas... [ ok ]
 * Turning on quotas... [ ok ]

$ sudo /etc/init.d/quota stop
 * Turning off quotas
   ...done.

This makes the logging consistent - change from the previous patch is to use log_action_begin_msg instead of log_action_msg in the 'stop' action.

This bug has been fixed with Debian version 3.13-9 see changelog, so shouldn't be open anymore.
