ec2 and uec images contain packages not in main

The ubuntu uec-images (http://uec-images.ubuntu.com/releases/) contain packages that are not in main. The following is a list:

Notes:
 * ec2-ami-tools is in multiverse. All other packages are universe.
 * ec2-ami-tools will be replaced by euca2ools
 * euca2ools is currently not installed in the images, but as it is to replace
   ec2-ami-tools, it and its dependencies will need to be.

Once all the needed packages for karmic are in main, we should update the build environment to no longer pull from !main so that further component mismatches are handled as immediate build failures.

I just verified that 20090926, that was built with above vmbuilder above has all of the changes described in the description.
