equitable stroke control default is wrong for female golfers

Bug Description
The default value used for equitable stroke control is only correct for male golfers.
Logic must be added to determine if the golfer is female and make the correct default handicap decision.

This will require a db change and will not be backported to 0.1
The workaround is to calculate your equitable stroke limit manually and/or only enter simple rounds.
