Bug Description

Any shortcut that is changed in a session is reset back to default at a reboot,
power off, or log off.

What happened: Opened keyboard shortcuts and set "Open a terminal" to ctrl-t. It worked, but when I restarted my computer, ctrl-t no longer worked. I checked in keyboard shortcuts and it was unassigned again. I checked with a few other shortcuts to make sure, and all of them reset after boot.
