oem-config end user setup is failing to start

Bug Description
Binary package hint: ubiquity
Okay so there is the default message you get when something fails to start.
It's along the lines of:
oem-config start unknown command try service oem-config start.
As this script has been updated to use upsatart try start oem-config
Or words to that effect.
This means that rather than going into oem-config for enduser you wind up back at the oem-users desktop.

OEM installs are reported to work now with 9.10 beta, so closing this bug.
