[KDE 4.3.1]konqueror + bug report

Bug Description

when using "Report a bug" in main menu "Help" nothing happens ; as a matter of fact this is the same problem for all KDE applications ; I experienced this nasty bug long time ago before it worked again.
-Is there anyting missing ?
- a fix ?

I see the same problem using KDE 4.3.1 from PPA on Kubuntu Jaunty 9.04
