VNC Window draws over other TCM window elements, provides no scrollbar

Bug Description

I'm actually not sure how I invoked VNC from TCM (double-clicking on a user perhaps?) as there isn't any icon/menu item for it yet...but when it starts, the VNC window appears within the TCM window and draws over other elements such as the userlist. See attached image.

Maybe it would be good for the VNC window to open in a new window?

This was a POC, it's not complete. After starting on implementing the VNC functionality I realized this problem. We need to either open vnc in a new window, or discuss interface changes.

I say we open VNC in a new window. That way there is a clear distinction between the remote session and the rest of TCM, and the user will be able to switch easily without fear that they will drop a connection if it were embedded in the TCM control window.

"View Display" will spawn a new window, I think this window will have a button labeled "Take over" or something. Perhaps we should also add a "record activity" button. I've got the new windows spawning, now I just need to make vnc work again.
