patch is against what ends up in /etc/xdg not the actual source package

Funny thing is, the item is *shown* in the 'autostarted applications' list in XFCE4, but it just doesn't work.

yes, that's a separate issue which will be fixed in the upcoming upload of xfce4-session. It shows all desktop files in /etc/xdg autostart, but only starts those which have Xfce mentioned.
So a fix is needed to not show these and cause confusion, and the apps which can actually be autostarted under Xfce need to mention it in their desktop files.

Update-notifier is not installed by default on Xubuntu though.

this is about showing this app in xfce autostart menu, and is independent of whether it is installed by default. There are other similar apps which should work in Xfce but are not marked as such so do not show up in the menus.
