[win32] The installer won't create shortcuts for non-admin users

There's no way to easily install Moovida for all users (thus, non-admin users can't have it without creating the links by hand) in WinXP (possibly others, too).

Steps to reproduce:
- install Moovida by an admin user
- switch to another user

Expected result:
- there's a shortcut to Moovida on the Desktop and in Start menu

Current result:
- there's no shortcut to be found

I think even less.
"Add shortcuts for every user in this computer" is a nice feature, but we have many other more urgent tasks to do for Windows: e.g. choosing file association in the installer, email collection, UPnP, Samba and the like.
I'm lowering the urgency on that one, but I'll keep it somewhere in my head.

The latest free moovida 1.09 does not get any maintenance since a while. Now moovidadb.com is supporting Linux and support can be found at : http://www.fluendo.com/faq/
