nl-be keymap is not correct

The keymap in /usr/share/kvm/keymaps/nl-be does not contain Belgian Flemish keyboard layout (nl-be)

Steps to reproduce (using libvirt)
- use virsh edit <domain> to change keymap to nl-be:
  <graphics type='vnc' port='-1' autoport='yes' keymap='nl-be'/>
- use virt-viewer or virt-manager to use <domain>
- experience difficulties finding the right keys

The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Karmic Koala.
