3g Network does not require a passwort, yet you still need one

Bug Description
A freshly set up ubuntu (9.04 - but also the version before) on a Laptop with 3g Modem attached/integrated requires to set a Username & PW in the Settings for the 3G modem (via the networkmanager icon).
Even if you do not have a password!
If you enter any Username & PW you like, this (fantasy) login gives you access to the 3G provider.
If you keep the fields blank it will just fail to connect.
This worked for me:
Fujitsu siemens U9200
with integrated 3G modem (Huawei)
Also for a guy with a Lenovo Notbook and one external (Huawei) modem. I actually found this "solution" in a forum entry from this guy. After i allready tried a third party workaround, that worked on Ubuntu 8.04 but not on the following two distributions.

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue, in the default Ubuntu 9.10 install, that affects many people and is quick and easy to fix. So this bug can't be addressed as part of this project.
