1.0.0~rc1-1-1 is the latest stable version, supporting new games and new features. It would be nice to have it in karmic. Ubuntu has currently no Ubuntu-specific changes in scummvm package.

while bug #540166 made me a little bit nervous, it looks like it's only happening if someone doesn't have sound at all.

Hence, as there are no rdepends, and the Changelog looks fine, +1 from me.

Yes, but according to it (
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=540166 ) this bug is
also present on 0.13.1-1 (it was firstly reported for that version
indeed), actually on karmic.
